Tear-Off vs. Roof-Over: What Florida Homeowners Should Know

When replacing a roof, homeowners often encounter the terms “tear-off” and “roof-over.” While both involve new roofing materials, they result in different finished systems and inspection possibilities.

A tear-off removes the existing roof covering before installing the new system. This exposes the roof deck for inspection of deterioration, moisture damage, loose sheathing, inadequate fastening, and other issues. Damaged decking can be replaced, and new underlayment, flashing, and roofing can be installed on a properly prepared surface.

A roof-over, also known as a recover or overlay, installs new roofing over the existing layer. This can lower removal, labor, and disposal costs, but is not suitable for every roof. Florida building codes generally prohibit roof-overs if existing materials are water-soaked, severely deteriorated, unsuitable as a base, or already have multiple layers. Some roofing materials and systems also require complete removal.

Even if a roof-over is allowed, homeowners should weigh the tradeoffs. Keeping the existing roof limits access to the deck, making hidden damage harder to detect. The extra layer adds weight, can affect appearance or performance, and may increase future replacement costs since multiple layers will need removal. Review product approvals, manufacturer instructions, local permits, and insurance requirements.

Do not choose a roof-over based solely on price. The contractor should evaluate the existing roof, confirm the structure can support the new system, and ensure the installation meets current codes and manufacturer requirements.

For many Florida homes, a complete tear-off is the most thorough and reliable option. It lets the contractor inspect the entire deck, address hidden issues, improve attachment if needed, and build the new system on a solid foundation. Before deciding, ask your contractor which method is recommended, why it is suitable, and what parts of the existing roof will remain concealed.
